The council makes itself...this isn't a bible study or committee that is arbitrarily thrown together. When the team has the right guys the council will appear. The danger of a council, or blackshirts, or anything that shows leadership is the coach gets caught having to play favorites once they "choose" leaders. Think Corey Mckeon...he was anointed as a team leader in 2006, then showed terrible leadership skills, but the staff was stuck having elevated him and he came out publicly about his anger at the staff. Once a staff has a group of "favorites" those guys become the models for the rest of the team, good and bad. So they better be real dudes because you can't "practice" for adversity.
