Al Baghdadi certainly fits that profile, however it is unarguable that the creation, expansion, and subsequent consolidation of power by Isis occurred chronologically
after Obama's refusal to continue the status of forces contingency agreement with the interim Iraqi government President Bush had set up.
Obama's refusal to consolidate that agreement, and his precipitous withdrawal of American forces who helped secure the territory with Iraqi freedom fighters, led directly to the formation and eventual domination of the region by Isis forces. You can try to re-write that history, but Trump's reversal of Obama's ineptitude in defeating Isis will not support your claims.
