Apparently the crown of the helmet no longer extends to the forehead area. I would have thought it was targeting as well. Doesnt make sense to omit that hit if avoiding injury to the head was the reason for targeting calls to begin with. It certainly rang the bell of both players. These refs sure are making it difficult to coach what is right and wrong.
