Touching ball while being out of bounds

If a player is laying out of bounds while touching the ball, is the ball considered out of bounds and down at that moment?

Yes, if it’s a loose ball. Not if it’s in another guy’s possession.

The ball was clearly possessed by Ole miss’ defender with two hands and off the ground when Austin reached out to touch the ball.
I wish he had made contact while out of bounds,with the ball as soon as he fumbled.
