In principle, I don't think he should be granted the waiver. He began playing college ball in 2019. However, the NCAA parted ways with principles a long time ago. He didn't play in 2019. That's the main reason he is trying to get the waiver. He didn't play D1 college football until 2023.

As the article above touches on, the chances that he'll be allowed to play have probably increased with all of this foot dragging. Hanging a guy/school out for this long to reject him would be a terrible look. DOGE needs to head over to the NCAA Clown Show next and clean house.
