Gulf Shores and Orange Beach is closing their public beaches, parking lots, etc. This is only a small portion of the beaches in the area, as most are private beaches (until the water line). Currently Escambia and Santa Rosa County beaches included Pensacola, Perdido Key, Navarre, etc are all still open.

I'm not sure it's aimed at Spring breakers as much as trying to prevent residents from congregating at the beach. A lot of the spring breakers will be at places with private beaches.
