When/Why did wrestling go to a sub district format?

Just this year, and it is a one-time only change. It was done due to COVID, to avoid having huge tournaments with tons of schools and athletes congregating at one site. The tradeoff was the State Dual Meet was canceled this year to accommodate for the Sub-District round.

Now the top four from each sub-district qualifies for the district finals this week, and the top four in the district finals qualifies for state.
