He said that he is going to coach Memphis in their bowl game
Penn State fans are very upset at Delany, think they deserved the Rose Bowl and Delany screwed them over. Many of them want nothing to do with the Cotton Bowl and claim they won't even watch it on TV. Talk about an entitled fan base.
Why should they get the rose bowl? Doesn’t it normally go to loser of BIG title game if winner goes to final 4?
Because it goes to ACC champion. ACC champion going to playoffs so they get it. Just like Rose Bowl for Wisconsin

They may believe they deserve the Rose Bowl. They stand alone. Everyone else thinks Wisconsin is a better fit.
Yup. Virginia is the only other ACC team that is ranked, so they get the Orange. Wisconsin is the highest ranked B1G team not in the playoffs, so they get the Rose to play Pac-12 Champion Oregon since they didn't make the playoffs. Georgia and Baylor are the highest ranked SEC and Big 12 teams not in the playoffs, so they get the Sugar.

A Memphis win will be a big hit to the PSU reputation especially with Greg in the ears of some of their recruits.
Franklin was just extended but who knows if he will jump after next year. Personally I think he stays at PSU for awhile unless the NFL calls. He is a PA native so this is the area where he is from. It would probably need to be the Eagles or Steelers to drive him away from college and his $5 mil salary. i don't think Mich, Ohio St, Florida, or even an Alabama would be able to steal him from PSU.

I expect a HUGE crowd at this one. Memphis winning its 1st conference title in 59 years, and 1st ever trip to The Cotton Bowl let alone any major bowl (played in Liberty Bowl once), while The Nitiots haven’t played in The Cotton Bowl Classic in 44 years.

That's not automatic. There was a quote from the Rose Bowl that said they would typically follow the rankings but are not obligated to.
On their boards they constantly whine about the B1G screwing them and how much better off they would be in the ACC.

I have never seen a fanbase that cries and whines as much as psu fans do. Everyone is out to get them. Boo friggin' hoo/ They did not deserve the Rose Bowl. Let them cry. Delaney has some sort of conspiracy against them lol. They never get beat, if they lose a game it is always because the refs cheated them. It is fun watching them cry but it gets old.
I think a 2nd-place B1G-E Rutgers goes over the West champ the first time it happens (depending on how tight it is) as a novelty act.
Last team from the West was Iowa following the 2015 season. Before that it was Wisconsin following 2012.
It's just going to depend on how it lines up. If Penn St beat Minnesota this year, they'd be heading to Pasadena. They didn't, so they're not.

What has happened at that program. For a very very long time, a bad season for them was not finishing in the Top 10. National and ACC conference championships were expected. It isn’t just that Clemson is now a major national force year in and year out because they are losing to various ACC schools. Is it facilities? Jimbo Fisher wanted more investment, but I don’t know how far they have fallen behind other schools.
