If they ever get started it should take a couple years to finish. Most of the houses they bought to widen the road has asbestos so it took time to get them demolished. While the houses sat empty squatters moved it and it took time to get them out. If covid played a role in it, it would have been in real estate because the pandemic didnt stop construction. I dont know the reason for the delay but it is certainly a head scratcher for everyone I talk with at the DOH.
