Why is a quart of milk $.80 more than a half gallon? Same Kroger brand. Both 2%. Why would anyone pay 27% more for half the product?

Same for soda. I can typically buy a 2 liter cheaper that a 20 oz.
Same reason 6oz cokes cost like $9 for a 6 pack and a 12 pack of 12 ounces cost $9.99. They charge for convenience to people who will pay for small things and less stuff.

The small bottles of water cost the same as the regular bottles, but you only have to refill them half as often.
OK. Then why would you make it and even more importantly, why would someone buy it?
In my experience the 2 liters in the cooler are the same price as the ones warm on the shelf.
Probably a feedback loop of sorts.
Economies of scale is at work with a gallon. You get more, you pay less per unit (pound, fluid ounce, etc).
I'd imagine a gallon also uses less plastic than two half gallons, so there are lower input costs for the gallon.
So, a gallon is cheaper per unit, and people end up buying those more. That would suggest the supply of half gallons is limited because manufacturers don't produce as many units of those since the demand isn't there. The price therefore finds a higher equilibrium based on the supply/demand curve.
Consumers see the higher price per unit and get the gallon. That lowers demand for half gallons, units don't sell as well, supply goes down to match demand, rinse and repeat. There's still enough demand for the half gallons to keep them on the shelves, but IDK who's buying that.
On top of it all, the American beef and dairy herds are hurting right now. Farmers are getting shafted left and right, so it could be any number of things on top of simple microeconomics. Horse meat or antibiotic-rich Argentinian beef (or whatever they just stocked in supermarkets) is cheap though, so there's that going for us, I guess.
I don't buy cow juice anymore. I can buy 1/2 gallon of 2% and it's gone bad after 3 days. I only buy almond milk now. Tastes better, and although it cost a little more it doesn't go bad. So it's more cost effective for me. Now maybe if you have kids in the casa who go through milk fast maybe you can get away with buying a gallon and consuming it before it goes bad.

Maybe your refrigerator is not cold enough to prevent souring. I buy 2% by the gallon. 95% used for my cereal or a glass with bacon and eggs. I don't remember the last time it soured on me.
My wife drinks almond milk and had me try it. Hard pass.
