We are about 10 under this year, were 6 or 7 under last year and were 4-5 under in 2015. Thats 20-22 scholarships over 3 years. Don't believe me? Go look up the rosters and count the scholarship guys each year.
Pretty sure that's not how 25 over 3 works. 25 over three is signing. So if you start at 85, at the end of three years, you are pretty much best case scenario going to be down to 75 and spend at least two years at 75. Realistically, I'm guessing the best case scenario is closer to 70 scholarship players, and that depends on you signing pretty much no JUCOs and having pretty minimal attrition, as well as having at least 25 freshmen or RS freshmen at the start of your penalty.
But yes, 25 over 3 would be pretty light. It is a little more harsh than it looks because the 16-15 people they do sign each year will for the most part be leftovers from other Power 5 programs. But that would still be cause for celebration in Oxford and would probably leave most of their fans thinking the cheating was worth it.
