People are committing fraud by claiming to play some sport in order to get preference for entrance, then never being added to the team. We can discuss having different standards for athletes, but that's within the current rules, and those students at least report to the team.
Some of those schools will have NCAA issues. If someone gave money to the coach and then recruited "players" to their teams that will be recruiting violations.
