Nobody knows exactly what RR could do on the field now.... but they have some educated guesses - and even if they are absolutely as generous as possible, they probably figure his very best (on a scale of 1-10) is going to be a 7 - he was once a 9, but age and time away take a toll - and the truth is that he could also be about a 4 and need 4-6 weeks of prep to get to his peak.

The same management people also have to make guesses about the impact to the media fire storm that would come along with activating RR - and that could easily spike up to an 8-9 and be distracting as all hell - and could hijack a playoff bound team's whole story line. So nobody wants to be 'that guy' who put his team's season into a media Cuisinart - all for a guy who might - or might not - help the team

This sucks - yes, RR did an abhorrent thing - but he has been more than remorseful & a universe with some sense of fairness & proportionality would say that a second chance would be warranted. Nonetheless, 'fairness' is situational - there is video footage - so RR becomes the dramatic lightening rod for all anger at violence against women.

To his credit, once this all unraveled, Ray Rice has been very straightforward and has taken responsibility for his actions.
At this point he is technically available & eligible to play in the NFL
- but from a public relations standpoint, the people who manage the business of the NFL franchises see him as being uniquely radio-active - and so far no team is willing to try to find out just exactly how big a price they would pay if they welcomed him onto their team just to see if he can or cannot be productive on the field.
