Request during outages

Just a suggestion, but it would be helpful during site outages if IC tweeted about them so we know whether the issue is on our end or the site's end.

Understand the thinking there - other option would be to post something on the front page here, if that's still up. The outages are rare so hopefully won't be needed anytime soon.
