I would think basketball refs are much more active than football refs.

I would put hockey/basketball refs up against the average baseball and football players in actual activity on the field.

What does active have to do with it ?

The reason players don't have to wear masks on the field is because they are active and there are health concerns.

Why do you think players aren't wearing masks on the field?

Regardless trying to understand of all the "exceptions" for mask rules makes no sense.
Good luck.
That’s bs . Because they would be required to wear masks on sidelines

Ever try to blow a whistle while wearing a mask.
I haven't but I have covered two games (one was a HS game) where an official wore a mask that protruded from his face, presumably designed that way to accommodate a whistle. It is a really odd look. Neither of the other two referees in the crew wore masks.

I believe the NCAA referees are using electronic whistles. So they just push a button on the whistle and it omits a sound.

I have zero idea what the protocols are for NCAA basketball officials. In a typical season it is not uncommon for the top officials to work three or four days straight then have a couple of off games. That is a lot of commercial flight travel and hotel room stays -- which is frowned upon during a pandemic.

The policies make zero sense. If everyone participating in these events have tested negative for covid there’s no reason why any of them would need to wear a mask.

Because you can still have it despite testing negative. It may be in the very early stages.

I know media was told in order to be down below for photos or for even the scorers table, you would have to be tested beforehand twice. I’m sure it’s the same for the officials.

Then why are football refs wearing?
Refs in football are in a very different position vis a vis Blowing the whistle. They generally start and stop a play so they can wear the mask and then pull it down as they prepare to whistle a play dead. B-ball refs have to be ready to blow the whistle at any moment during play. Seeing a foul, then pulling down a mask then blowing the play dead could cause all sorts of clock revues. Just seems the masks pose more of a problem in basketball then in football. Now, it seems they could come up with a way to have the masks on so they could pull them up if they need to consult with each other or with the benches. But during play seems to me to be awkward.

I watched a HS game in North Carolina yesterday and all of the players wore masks while playing in the game.

Officials wore masks too.

Someone texted me that North Carolina is requiring HS basketball players to wear masks during competition. He sent me a video with players wearing masks.

A Pennsylvania head coach told me that his team scrimmaged another school recently and the players were required to wear masks during competition.

That's absurd , very unhealthy for the players.

But not surprising, look who's governors in both states.

We start our season is January now here in jersey . I haven’t been told if the players need to practice or play in masks . I certainly hope not . Obviously as a coach I’m expecting to wear one . Some other rules this year will be weird . No jump balls to start the game and the players are expected to inbound the ball without the refs touching it and same for foul shots . Going to be like soccer where the refs are going to just blow the whistle to restart play.
