Why isn't PSU a bigger rival and more hated than Pitt? PSU is the biggest obstacle in regards to recruiting PA, MD, VA, and the rest of the region. PSU is the biggest dog on the block, and WVU would be more powerful with a weaker PS. You also had the Rape Scandal at PSU.

WVU has never been able to compete with Penn State, which totally dominated WVU for decades in football.
WVU has no desire to ever play PSU again in football.
We would have probably fared well against them over the last 20 years had the series continued, but when the series was running it was so ridiculously one sided it was hard for a rivalry to actually form. We are playing them again soon and hopefully we can compete this time around.
Two simple reasons. One WVU hasn't played them in so long. Secondly, and no one likes to admit this one, but PSU dominated the series until the last decade of games between the two. Pitt and WVU were always battles and that made the series so fun for fans, even if "fun" is not the most appropriate word.
But don't fear, I think WVU fans would tell you both suck equally.
Personally, I'm equally indifferent to Pitt and Penn State. Playing Texas and Oklahoma are much higher profile on the national stage.
