I suspect you’re right. Not sure how good the strategy of signing a bunch of guys nobody else wants & hope a few of them turn out to be good is a great strategy though.

We’re talking 15 SEC schools versus 120 FBS schools. I’d much rather eliminate the richest blue bloods in the South from the list of potential tamper-ers of our best players.
My line of thinking was being able to pick up guys who are leaving from other SEC schools to replace the guys leaving. I am glad the SEC is doing what they did. It helps keep our guys from going to other SEC schools after spring practice.
The guys they got weren't all high Dollar transfers but they were productive at smaller schools or had a high rating out of HS that had not yet produced. These guys hit at a lower rate than a high dollar transfers but when your payroll is 1/3 that of most SEC schools, you still have to field the best roster you can muster.

Pretty sure that was before or early in his senior year. They offered him a scholarship at QB unless that was just a story MSU people put out to build suspense.
I like the idea of taking anyone (well kinda anyone) and let them prove to you (coach) and themself that they can make it or not. Unless i'm missing something you can evaluate in person i don't see the harm.
They wanted him as a TE and even that was a late offer that never showed him the love most Louisiana kids get. They expected him to jump at getting the LSU offer but State gave him a chance at QB. That worked out for us and him.
