Copy the link address of the gif then click on insert picture. You can upload a picture from your computer or link it by URL. On mobile just copy the gif and paste it into the reply area.

On mobile, in the reply box there are 3 dots by the picture looking icon. When you click it there is a drop down box. One of the options is gif. All kind of them right there.
