He seems to be speaking off the cuff about some actual studies he read that indicate ethnic targeting in bio weapon research is a real thing. The study is mentioned in the comments although I’m definitely not going down that rabbit hole.
it seems plausible to me that multiple countries are actually researching and producing bio weapons. It also seems plausible that if you are willing to research viruses as bio weapons you might also be interested in whether they can target ethnic groups you might deploy them against.
