They come up with the percent by taking the cost and amount of kwH you used over the last year and then take whatever % you tell them you want to replace with solar. You're correct you get the biggest payback in places like California. If you have to borrow the money to pay for them the payback is way to long.
I live in a 2,556 sq ft house in San Antonio and my average electric bill is $98.00 a month.
Now I keep the house at 78 during the summer and have gas heat.
-Smart Thermostat
-Foam insulation
-Whole house dehumidifier
-15 SEER A/C
-House came with a 1KW solar shingle package with makes about 15% of my yearly use.
-HVAC ducts and returns are balanced. (Very important!) This eliminates hot and cold spots and rooms.
- Adding more solar because while power is cheap .09 -.13 a kwH. After the great freeze this winter and all the damage the utility companies will have to pay for I'm hedging my bet. Rates are going up several cents per kwH and once they go up their not coming down. :-(
