It seems evident to everyone outside of Jackson as to why criminals make a break for the city limits post-crime. It's equivalent to jumping the border into Mexico during the Wild West...once you make it across...you're home free. However, it still seems to evade the city leadership as to why they have such high crime rates. The discussions here about the status quo are dead on. Current leadership will keep doing what they've been doing to be reelected by conditioning the people of Jackson to vote for them in minute ways. Rumor has it Kenny Stokes buys school supplies for kids every year. Not a bad idea if not for the ulterior motive, and, it coerces the population into believing he's in it for them. He's not.
Build a wall around Jackson. Never let anyone out. Just one giant prison. But build JSU a dome stadium for football.
To be fair, the last two candidates that I recall that got business support and won (Melton and Yarber) didn't do well when they were mayor.
Lumumba Sr. was someone I had concerns about but he did better than I expected before he passed away.
Separation of Church and State was implemented for a reason. Of course they are, 501(c)(3) provides a plethora of avenues by which to rank up and get rich while doing it.
The current fight for the airport is a good example of the stubbornness of Jackson leadership. It could bring sooooo much revenue into the city with the MS Braves, the brandon amphitheater, nissan, Amazon (coming to Canton), etc...but because the council is mayor-appointed cronies, it is mismanaged and under utilized. The city doesn't want to give it up to the state, ultimately (leadership gist, not mine) because they view it as a "white man power grab." It's ridiculous.

Rankin county leadership (to include mayors) seems to have a more successful track record than hinds (primarily Jackson). I don’t see it as a bad thing if people want to improve the area. It has sat borderline dormant for years, come close to losing the few regional airlines that fly in and out bc Jackson didn’t want to pay the price for FAA criteria. Jackson has had their shot to capitalize on the airport, if they can’t do the job, give it to somebody that can/wants to. If you can accomplish a task/objective by giving it to somebody that has a desire to do it, half of your battle is won.
Would it help if you had a semi-metro police department, meaning combining Jackson, Madison, Brandon, and any other small towns that now have police forces, and let the sheriff handle the rural areas of the Census Bureau's metropolitan area (defined by county lines)? Talking about just the urbanized area. There are probably similar problems with the fire department as well.
There is some of the best commercial real estate in MS on airport property (in the Jxn city limits), but smack dab in the middle of Flowood, Pearl and Brandon. That property should have been developed decades ago, it could be a cash cow for Jxn.

Downtown Jackson somewhat safe compared to the rest of Jackson?
It is a cash cow and that is why Jackson doesn't see fit to share. They bought the land, they paid off all the bonds to build the airport. It's their property. What it boils down to is this: Jackson wants all the profit for themselves and they want to keep it in their (black) good ol boy network while Rankin Co. sees how big a cash cow this will be and are trying to scam some of that profit for their (white) good ol boy network.
The number of homicides in Jackson is huge compared to the nation's largest city -- 128 vs 447. And NYC made national news for having so many killings, while Jackson did not. Birmingham and Memphis, while zmuch larger, are pretty much in the same boat. Something has to be done or the city will just dry up.
Downtown is perfectly fine during the work week. Most people walk to lunch, and it's actually quite nice. And there's a ton of foot traffic walking around between a few bars on Saturday nights, although I'm guessing that may not be your scene. But I will say, JPD better put some people down there on foot or horseback or whatever on Saturday nights, just to have a presence before it takes a negative turn crime-wise. One bad incident would erase whatever momentum it has built up.

A lot of that is due to Rankin Co. having deep coffers to spend unlike Jackson. Jackson paid for the land, Jackson issued and paid off the bonds to build it. It's their land to develop as they see fit. The person sponsoring the bill is a Rankin Co. realtor. What they are trying to do is very transparent.
