as a mountain biker who rides a ton of trails...trails that have multiple signs tell you that your dog needs to be on a leash, and 99% of the dogs I see in the trails aren't, I support immediate executions of all offenders....and it's always the same, you turn a corner and almost hit one, and the stupid owner says "sorry"...and still doesn't put them on a leash.

There's a difference between dogs that should be on a leash and the rest. Same with the owners.

I've noticed everyone thinks their dog(s) are immune from all the leash laws...they all think it applies to everyone else dog(s), but theirs is somehow different.
