ND is voting to pool media rights over their dead leprechaun bodies. And who's to say the B1G/SEC doesn't carve the ACC up like a Thanksgiving turkey to prevent the rest of FBS from getting the votes?

There is no way that the bluebloods want a hard cap. And the transparency that it will require won't fly either.

I wouldn't mind if HCs weren't al;lowed to leave the program they were at and HC at another school until after the NC game was over .

2nd time sit a year and third transfer by player , sit year and must not include NIL money from the program player transfers to unless he goes from FBS ro FCS
Players have 6 years of eligibility to plays 4. but have an extra 2 years on scholarship to use academically after the 6 runs out and they want to continue their education
Anyone that played as a pro ,anywhere, can't go to a D-1A school , but can play at a lower level if he /she played 1 or less years , along with forfeiting their NIL rights to play /
JUCO players have that time counted , unless they were on roster but didn't play.
Pooling of TV rights, not in the cards.
Super Leagues now exist and will only get bigger
Conferences having a 16 program max would be nice

Indeed some guys have been changing teams 3 years in a row. Now guys want to flock to Indiana.
I like the five year career limit too since too many guys will hang around for NIL money they wont get in NFL.
Then young players locked out of positions will want to move around more.

This scenario you concocted is bizarre. If the choice is between waiting for Miami of Ohio to play their bowl game or hiring a coach who didn't qualify for a bowl game, then presumably this means Rutgers has a bowl game of their own to play, otherwise they would have no issue waiting for the bowls to finish before hiring someone. I have a hard time picturing Rutgers firing Schiano just after the final game of a regular season in which he brings them to a bowl game rather than just letting him coach the bowl and then making a coaching change in the offseason. Besides how unlikely this all is, you would never make a hiring decision based on who is available to coach one meaningless bowl game. If you have to get by with an interim head coach for what is essentially a postseason exhibition game in order to hire the guy you want, then you do so.
A bigger concern would be if Schiano (or whoever the next coach is) turns things around and Rutgers becomes a formidable team, drawing interest from a wealthier team who waves some money in his face mid-season, potentially taking some of his top assistants with him, and now we're left scrambling for a new regime to keep the ship afloat mid-season. I think your assessment that zero fans want to prevent poaching coaches is way off. Being able to snag someone else's coach mid-season only benefits the blue bloods that are already at a heavy advantage anyway.

My understanding is that Indiana would have had to wait until December 24th to hire Cignetti.
That's 3 weeks of waiting with no roster building or recruiting.
No hiring assistant coaches.
Or hire someone immediate available not choosing in their own bowl game.
Rutgers fires their coach on December 1st.
Every G5 coach (and P5 but at we poaching another P5 coach?) in a bowl game is unavailable for at least 3 weeks.
What's more likely?
1. Rutgers has a great HC that would be poached prior to a bowl game by a bigger team
2. Rutgers fires their coach and needs to poach a coach
This scenario literally happens every year. But it was a CFP team this time so everyone is freaking out.
