Service trench or not, it shouldn't be exposed in the roadway until the end of May when the work began in January. If the company needed to maintain access to the trench, that's what those big steel plates are for. Or, spend an hour filling it with asphalt as Arnold did, knowing that if you have to re-access the trench, it's not a big deal.
