I’m fairly confident that the forthcoming waiver request was discussed and prepped with the NCAA prior to Sarr’s commitment. It would be foolish not to grease the skids before putting all your eggs in that basket. The messaging from all involved imply confidence in that matter as well.

Fairly confident this was discussed with the NCAA based on what?

Based on the fact that it would be a prudent thing to do. I doubt many programs or players make potentially risky decisions in a vacuum or without due diligence. I would think there had to be some information that makes the program confident about its chances.

It’s not prudent if it violates rules for how to submit waiver requests.

It violates rules?

Yes it does. Substantive discussions regarding the merits of a request can’t happen until an NCAA staffer is assigned to a case. The trigger for that is the official submission by the school through RSRO. The request can’t happen until after the student has transferred to the new school.

EDIT: The only type of early discussions that the NCAA will entertain are to get clarification on the types of documentation they are likely to need. They won’t get into the merits of a specific case.

However you want to define as “substantive discussions” I still don’t see that as a prohibition on talking with the NCAA to grease the skids and obtain information. There is most certainly gray area that teams would exploit to get the most out of the available information.

No there aren’t in this instance. The NCAA will give no indication of whether they’ll grant a waiver until they’ve received copies of all the original documentation required to support the request. They’re not going to risk boxing themselves in before they’ve had the opportunity to review all of the supporting evidence.

Do you work for the NCAA? You sound like your claiming to be an authority on this. I do not believe there isn’t informal discussions unless you can substantiate it. Of course they aren’t going to give any assurances, but like I see all the time as a government employee, they most certainly will make time for their important stakeholders. Unless you have quantifiable evidence as such, your claims that the NCAA won’t have discussions is your opinion. But in my experience that’s not how the actual world works.

I’m an attorney who specializes in helping universities and athletes with NCAA compliance issues. I’ve also handled several transfer waiver requests over the past couple of years.

Dealing with the NCAA on these types of things is what I do for a living.

This may be the first thing we have ever agreed upon on here.

Probably. You call our players all kinds of nasty names during the games, take up for Duke at any turn, rush to post anything derogatory towards UK the very second that it comes out, etc. I don't agree with any of that.
