The town of Evanston approved a new athletic complex to be built for Northwestern. Part of the it is a new football field with a capacity of 35,000. How does the Big Ten allow a member to have such a stadium?

I don't think the Big 10 has any say in it.

Next thing they will do outside of the visiting team allotment is season tickets only.
