Nicely written and thoughtful. Hard to not agree with all the factual statements.
However, as I said earlier, we cannot allow his 'noise from time to time' to include the firing of rockets over Japan and into other parts of the surrounding ocean while vocalizing (and continuing his testing) to expand range to include cities in the USA. Couple that with the research to continue miniaturization of nuclear warheads and a severe threat to USA citizens and a whole lot of folks that we cannot allow to be 'sitting ducks' for his 'noise'.
He wants to stay in power through his threats of nuclear missile warfare. He also is keenly aware that to remain in power he must remain alive and that is threatened if he goes 'cowboy' and begins to once again shoot rockets over Japan and/or Guam and bluster about hitting the USA with nuclear warheads. As I said earlier--one missile over Japan. Guam, etc and something falls on his Capital City.
He can 'make a little noise; but he needs to consider the decibels of that noise and the neighborhood where he is pestering folks with it.
The sanctions MUST remain and with increased vigor to keep his friends from violating it. A sanction without rigid enforcement is like an immigration policy with Cities and States where undocumented aliens who commit heinous crimes are turned back out into the public without any punishment. Death to American citizens looms as a possibility (or, really, a probability, in both cases. We have got to wise up and recognize that this President is a rarity who is willing to address and attempt to solve problems to which former Presidents offered lip service only with no intention of working toward a solution. Some even supplied cash and technology that assisted in assuring that NK and others of those seeking to destroy the USA would and could accelerate their movement toward having the means to accomplish their goals.

I'd argue that he probably can continue to drop missiles into the Sea of Japan because the cost to stop him is just too high. He only does those things to give himself some leverage to lower sanctions. He thumps his chest and launches a few missiles and the turns of the charm offensive to try to get some relief. It's an old NK strategy.

Knock one out of the air might be a good idea, but tou also risk exposing your capabilities

You may be correct, However, my thoughts are more in line with past actions elsewhere. He sends a missile over Japan, etc sand we launch a cruise missile barrage on HIM (not the Countryside). Make his risk/benefit diminish to a value that will cause him to wonder if the chest thumping is worth it.

That is a lot easier to do when the guy you are launching them at doesn't have deliverable nukes and a population of 9 million in short range.
