I don't have the ability (or time) to do this, but many years in fantasy football they post the best team you could've fielded with all late round or undrafted players (or on a given week, the highest scoring team of only waiver wire guys). I'm curious what kind of team a school could field if they spent money perfectly one year in the portal (obviously would be easier to do in basketball than football).
