Technically never. There are limits on when one can enter the portal and practical things like when a semester or sports starts/ends but if one is already in the portal they can transfer at any time. I am somewhat surprised that more players don't just enter the portal every year even if they plan on staying.

Wouldn't they risk losing their scholarship when they enter the portal? Any commitment a school might make for 4 years could be null and void.....

Correct. Once you enter the portal, your existing scholarship is gone unless you are that good of a player that your current will for certain take you back.

Getting a guy who has gotten significant playing time both of his first two years on campus with a very good team with a good defense? Sounds good to me!

If they enter the portal do they jeapardize their current scholarship situation?
