Because of the optics it paints. Can't claim you want to negotiate on border security but act in an obstructionist manner.
He only needs to present a state of the union update to Congress by the date set in the Constitution.
He can deliver any speech he wants wherever he wants and the send the speech to Congress to fulfill his responsibility. In the meantime he controls the optics of the speech.

Trump is all about ratings and increasing his ego. There is nothing like the SOTU in order to build one's ego if you are President. It is all pomp. You are announced to the entire government, everyone stands and claps for 10 minutes as you ceremoniously walk in shaking hands and are the entire center of attention. All the networks and cable news channels and PBS is covering it. It is the President setting the table for the country for the upcoming year and if saying the right things, you are applauded about every 30 seconds. I'm going to guess it is the thing Trump would like most about President next to a military parade which thankfully isn't going to happen.
