What would be a reason for Mueller to not specifically state that they feel that the House needs to take up potential impeachment proceedings based on the evidence provided in the report. Wonder why he didn't specifically state that? I wonder what he'll testify to in the Senate when the House does take up impeachment proceedings?

So why did he charge those Russians then show up in court 'unprepared' to press his case? They STILL haven't had their day in court and they plead "not guilty"!
