According to Biden's website, the buyback program "will give individuals who now possess assault weapons or high-capacity magazines two options: sell the weapons to the government, or register them under the National Firearms Act."
But in August 2019, during an interview with CNN's Anderson Cooper, Biden was asked about people who think a Biden administration "means they're going to come for my guns." Biden replied, "Bingo, you're right if you have an assault weapon. The fact of the matter is they should be illegal. Period."
Note: Registering under the National Firearms Act means paying a $200 fee and applying for a permit with the ATF with an 11 page application and can take 9-12 months for approval. You must be absolutely squeaky clean to be approved. That is for each applicable weapon. You also must obtain permission from the ATF to transport it across state lines. They will be treated the same as fully automatic rifles.
Biden has endorsed nearly all of Bernie Sanders and AOC's 'Green new deal' which if you aren't familiar with you'd better educate yourself. Last but certainly not least, Biden states openly and often that he will raise taxes on both individuals and corporations. He recently said he would end immigration enforcement.
