I believe he will count against the 85 if he even practices with the football team or even on the roster. The rule is designed so that football coaches can't hide football players on partial baseball or soccer scholarships. So whenever there is a 2 sport athlete, they always count against the head count sport. Head count sports are the sports where all the scholarships are full, football basketball (m/w) and volleyball, tennis and gymnastics for women.
