Is a Commodore equal to a Captain? Asking for a friend who rose to rank of Boatswain. Or was he from Botswana?

Commodore is not a rank so much as it is a position. The position is usually held by a person of Captain rank, though. They typically manage groups of ships, such as a squadron of destroyers.
