The reason to rasie the beer limit above 13% is so that you can include light wine also. There is few beers out there that have a % above 13. The yeast die. Even the big Belgian Quads top out at 12.5, 12.6... So by making the limit 17%, like it is in Texas and most other states, you can then sell anything with less than 17% alcohol with just a beer and light wine permit. This allows more places to sell. So, you do not have to find a liquor store.
