I'll give you a pass UNLESS the person you are passing is going 77.9999 and it will be miles before you get around. THEN, either hit your gas for a few seconds to courteously get around or get right and then back over left to pass at your leisure. If you are in the left lane and nobody is in front of you, but somebody is behind you, get right.
This is correct. By rule, no one should ever have to adjust their driving decisions based on what the person directly behind them is doing, with the obvious exception of emergency / law enforcement vehicles with their lights on. If you are passing at a normal pace to where you can get around the car to your right in 10-15 seconds, no problem. Nobody should ever speed up or slow down because the guy behind them wants to be the *******. You speed up and you are creating an unsafe condition by driving faster than you are comfortable with and probably more than 10mph over the speed limit. You slow down to try and send a message, you create a road rage situation.
