I think he's asking the same thing I am... why would you play X out of position rather than where he's best suited.
No inside info so as pure speculation I’d guess that he really wanted both players on the backend but concluded that Schulte at FS was the only way to do it.
It sounded like you didn’t believe Schulte was really a starter. Who should have played in front of him?
They can improve alot in a year by getting better on their hip swivel or whatever they call that technique. The secondary has to let the front seven do their job and not be looking into the backfield but playing pass first
I wouldn’t second guess or otherwise challenge Parker’s judgement on who should start. Iowa has had some very good Safeties under Parker, I think they set the standard for what is expected. In my opinion -on the whole - Schulte did not meet that standard. Others may have a different view.
If it's his natural position, he should have been playing over Shulte.
