Yes he was. As was Warner and others. The funny thing I laugh at is Mike Williams is open quite a bit, and they say they don't trust him, but I can't remember a drop he has had when thrown to this year. Basically our WR's are open, we are just not getting them the ball.
They don't lack trust in his hands, it's probably more that he does dumb crap like line up wrong on 4th and 1 in the red zone and couldn't block a twitter DM. I'd hazard a guess that there are wrong routes in there as well. Most of "trust" in a WR involved his backside being in the location you expect at the time you expect it.
I've not been impressed with Walters' WRs at all so far. Stanley had a case of the drops and yet they miss him horribly this year. Frost flat out had to say "I can't scheme guys open" against man coverage, which tells you a hell of a lot.
Hands have been just ok, blocking has been pathetic, I've heard lots of people criticize route running but I wouldn't really know.
So we know he isn't really the OC, and we know he's had some well-rated guys in his WR room and yet Kurt Warner's kid might be the best of all of them at actually doing WR things like running routes, blocking on run plays, and catching footballs. So...what's he doing here?
