A Virginia high sent a disturbing letter to parents and students announcing they would be selecting students for Advanced Placement and honors classes at least partly based on skin color, a concerned parent told Fox News.

Martin Luther King, Jr. must be turning over in his grave.

A parent forwarded me a copy of the letter sent from John Handley High School in Winchester.

“Through our collective work, advanced classes such as AP and Honors will have proportional representation,” read the letter. “Proportional representation is 40% White, 35% Hispanic, 12% African American, 10% mixed race.”

The letter went on to explain that public schools across the country “continue to see outcomes that are disproportionate by race and social class.”

“American demographic trends indicate that America will be a majority minority nation in the next 25 years,” the letter read. “Therefore, the new work of American public schools is to develop systems to address disparate outcomes.”

Interesting -- I thought the work of American public schools was to teach kids how to read, write, multiply and divide.

A school district spokesperson reached out to me and strongly denied that they have any policies dictating racial quotas for advanced courses.

“Our school division does not have, nor has it ever had, any policy that utilizes race for enrollment into honors or AP courses. All students, regardless of race, must meet academic criteria to enroll in advanced level coursework. Over the past years, the School Board has continued its focus on providing advanced level coursework as well as increasing advanced course offerings across a variety of disciplines. The School Board has notcontemplated, nor adopted, any policy or practice that utilizes race in determining which students can or cannot take such courses, or any other courses for that matter,” the spokesperson said.

However, the letter clearly states that is their goal.

“I disagree that those statements mean that students will be placed in classes based on race,” said schoolboard chairman Erica Truban.

Her comment strains credulity.

Eric Sitton – father of a rising sophomore honors student at the high school was one of the parents who received the letter.

“I was taken aback. I couldn’t believe someone would put words like that in print to send around to the homes of students,” he told me.

He said he was especially distressed when his teenage son read the rules governing honors classes.

“I felt powerless to help my child,” he said. “Seeing the look on his face when he realized that he was being judged by the color of his skin was agonizing.”

So how does a public school district explain judging children based on their pigmentation?

“My son asked me, ‘Am I not going to be able to be in an AP class because I’m white?’ And I didn’t know what to tell him,” Mr. Sitton said.

Last year, he said one of his son’s teachers told students she could not believe anyone would vote for Donald Trump. She attempted to influence students with her political ideology.

“It is honestly like trying to run a marathon in mud – trying to deal with the school system,” Mr. Sitton told me.

Hopefully, Mr. Sitton’s son will be among the 40 percent of white people permitted to enroll in honors classes.

“I told my son to just do the best you can do, show your aptitude and hopefully you will get the classes you want,” he said.

What's wrong with what they want to do? You guys ***** all the time about public schools not "educating" minorities. This seems like they are attempting to accelerate minorities in advanced placement classes that they may not normally sign up (or qualify) for. Hey, you guys love charter schools for being "innovative", perhaps this will work?

Why not have a quota system for advanced placement courses? Take the top percentages of each race or ethnic background, put them in a room, and let Social Darwinism run its course.......nothing wrong with that.......

So you'd support a quota system for sports? How we place them based on ability. As a parent that has had to fight to get their kids into "honors" classes, when grades and testing clearly justified it, the LAST thing you want is a kid that is educationally qualified for those classes to be left out of those classes.

This is the dumbest fuc#ing thing I've read out of Virginia in a while, but not surprised with that dumb school.

68.24% of people are white, 10.51% are black, 2.37% are asian, 0.15% are native american, and 0.10% claim 'Other'.

16.05% of the people in Winchester, Virginia, claim hispanic ethnicity (meaning 83.95% are non-hispanic).

I doubt 1-in-6 people there are Hispanic...

In fact, I know this to be false...

cmon now....you are way smarter than that......that practice is called racial profiling....if you are familiar with the Winchester area you will realize that the statistics do NOT match their percentages....what's next?...how many students of each race are allowed in each class?

unless the top percentages of one race are a lot better than that of the other races... is called discrimination...no matter what the race is

I'm against all unions at this stage of the industrial revolution, but very much against the teacher's union. Last time I checked, you all weren't subjected to anything close to that of a steel worker, etc. and the comparison is ludicrous and mere notion of you even trying to make the comparison is why I'm against it. You'd be better served comparing yourself to the grocers union or some dumb **** like that.

I'm glad you added this statistic. Having lived there for 10 years back in the late 80's/90's, I was wondering what the hell happened to Handley High, that would dictate the 35% Hispanic requirement. Handley is located in the city, and is predominately white. Other schools in that area, James Wood, Sherando, etc, follow suit. I was there a couple of years back, and noticed a couple new Mexican restaurants had taken up shop, but 35% would have been a crazy number.

By the way, Patsy is buried there, but you have to know her name to find her grave. Also, George Washington is known to have taken a **** there, up along route 522 heading North towards the WV state line.

The area around Handley is highly Hispanic. Northern Virginia is far different from the Northern Virginia when you lived there.

I left the area in 1998, and at the time, Hispanic population was only around 6%. I find it hard to believe it's increased that much in the last 20 years, but there are a lot of orchards in the area.

I'd like to know where they came up with their percentages as well. Handley is a smaller high school, good in basketball, bad in football and doesn't play Martinsburg. However I'm not aware of the school being comprised of over 40% Hispanic.

My grandparents knew Patsy fairly well back in the day. She'd spend a lot of time down at the Potomac. The film company rented a house, for cast and crew, below mine when they were filming Sweet Dreams.

Why don't we. If we're talking about leveling the field, then apply the same percentages to their sports programs. Quotas are great in the left's mind when it comes to academic and business pursuits, where quality SHOULD matter, but deafly silent when it comes to athletic.

It's about a lot more than orchards. The area that Handley pulls its students from is highly Hispanic......more so than the other Winchester area schools you mentioned.

Well, I lived out on Senseny Road back then, and now they have the new school for that side of town, which I think is called Millbrook. As long as the Cork Street Tavern is still in business, then life in Winchester has to still be pretty decent. They made some damn good ribs there.

Who said anything about "leveling the field"? Not me. I said this is a good idea to put minorities in upper level classes to push or accelerate them in situations where they normally would not sign up for them. Social Darwinism........see what happens.
