Can Pope only target players from the State that might want to come home?

He would be decent off the bench who can shoot a little bit, it seems, but not a big minutes guy ... ordinary stats, nothing super special:

Would he be a good bench piece for the next 2 years at UK? If the NCAA changes the rules and players can play 5 years.
I’m no talent scout but I could see him providing value similar to what Dominique Hawkins brought, though they have different games. But that’s assuming he has continued to develop. I haven't followed his college career closely. Looks like he was starting at Washington state though so that’s promising.
