The NCAA later rescinded many of the sanctions against Penn State. On September 24, 2013, the NCAA announced that Penn State's scholarships would be gradually restored until the number of scholarships reached the normal 85 for the 2016–17 year, the first year after Penn State's postseason ban.
A year later, on September 8, 2014, the NCAA announced that Penn State would be eligible for the 2014 postseason and all scholarships would be restored in 2015.

Penn State is NOT the second most talented team in the BIG 10 East. Franklin recruits (including negative recruiting ) but is NOT a good game day coach. He would make a wonderful used car salesman.I don't think this question is too far off base.
Penn State is easily the second most talented team in the second-best conference in college football and there's a chance they go 5-3, 4-4, or 3-5 this year....there's a chance of a lot of things, but it's not crazy to look at their schedule and see a 1-5 start.

I think we might need a mully or two as well.I live in PA and I am surrounded by Penn State fans. So I have a good sense of the mood here towards Franklin. The short take is that he is definitely not on a hot seat. Penn State does not want to fall into the revolving door of coaches mentality. Plus, he is a native son. Fans out here kind of feel sorry for him right now. He has two kids who have sickle cell anemia and he has had to be very, very cautious this year with regard to Covid and, therefore, by his own admission, has not been as present emotionally to the team this year as he should be. But his players love the guy and most fans here are willing to just let this year be a Mulligan.

Franklin isn’t on the hot seat despite game day gaffes. He has been known for mismanaging games, especially with respect to the clock. The Indiana game was about as bad as he has been with it.Penn State fans have any thoughts?
Frost has landed plenty of recruits from Florida.Also, most PSU fans have witnessed other historically good programs (Nebraska, Texas, Florida State, USC, Tennessee, etc.) think they could do better and fire a coach. It usually doesn’t end well. PA isn’t the recruiting hotbed it was during most of Paterno’s era, where he could put together a national championship roster without getting on a plane. You need a guy, like Franklin, who can go to a place like Florida and land a few recruits.

I know Frost is drawing a lot of heat right from Nebraska fans, but it is just a matter of time before he turns it around. Franklin was on the hot seat before Joe Moorehead became his OC. In 2016 PSU lost two early games (close one to Pitt and a blowout in Ann Arbor). It took an OT win over Minnesota, a blocked fg against OSU, and an OSU win over Michigan for PSU to get to the BIG title game. Point being it takes time for a new coach and some things need to fall into the right place.Frost has landed plenty of recruits from Florida.
