For Tulsa and USF Tulsa is favored to finish 14-4 and USF 12-6 so we win the league by 2 games kind of like 32/5 team losing to Fresno home and away and in tourney final but still got an at large 7 seed bid if we finish with a 3rd time loss we will be in the nit times are different today we even lost 3rd game with Fresno at home even and finished in the elite 8 and 32/5

Because we beat Tennessee back then. Top 10 Tennessee.
Unlike the 32-5 team we didn't go to an early season tournament that had 3 major conference teams that we absolutely destroyed. If I remember correctly we went to the Paradise Jam or something like that and hammered Boston College, Tennessee, and another pretty high profile program. We don't have any wins anywhere close to that caliber this season. The WAC was also pretty salty that season. In addition to Fresno being a beast, Hawaii was also pretty good, SMU was pretty good. TCU was supposed to be one of those really good teams under Tubbs (or am I a year late on that).
So while the records may end up similar to the 1999-2000 team, the quality of the wins between then and now are not really comparable.
