State schools do the same thing. It’s just a matter of time before they have to pay too.
I agree it's a slippery slope. I worked financial aid for Kaplan University for a year, and their practices were appalling. Admission recruiters getting paid on commission pushing the idea of financial aid stipends, lying about placement rates, and tactics that resemble a used car salesman. Even financial aid officers were paid on commissions. For each loan batched, an officer would increase their commission. So, even FA would push students to take out the full amount of aid they were eligible for. It was so disgusting, I honestly felt horrible everyday. I worked military FA so helping active duty soldiers accumulate credits while serving was the only thing that kept me there for a year.
