They always have them on for every game. They are metal halide lights that have a long restrike time (time for them to come on again at full power after being shut off), so they turn them on at the beginning of the day, so that if they were to need them in case of clouds etc., the game wouldn't have to wait 15 minutes or so for them to be completely on.
