This is exactly right. Conference commissioners don't make major decisions like this. The commissioner takes his orders from the athletic directors and school presidents. The commissioner might play a role in tamping down dissent once the decision is made and settling any disputes between member schools about implementing the decision, but no commissioner is making a call like this with hundreds of millions of dollars at stake.
