Host site determinations for district finals:

CLASS B
Highest seed hosts

CLASS C1/C2
Highest seed hosts unless the two teams are 120 miles or more apart, then a neutral site will be used

CLASS D1/D2
Neutral Site (or site agreed upon by both teams)

Is there a reason class b plays a full week before all the other classes?
I don't know the full answer, but I know B District Final games are all hosted by one of the participating teams, whereas C1 through D2 District Finals are only hosted by one of the participating teams if they are less than 150 (?) miles apart, otherwise there's a neutral site. So staggering the games at least opens up more neutral site opportunities. Also gets the season finished for more teams who compete in spring sports only offered in the larger classes (soccer, baseball, girls tennis for example).

I will say one of the frustrating parts of the staggered postseason (as a follower of a Class B school) is the off-balance or delayed impacts on wild card averages.

Class B is that way because it was proposed that way when they moved to this format. Main reason was to make sure teams could travel (ie. Elkhorn at Scottsbluff this year). Its my understanding that was the only way they could get it passed.
