General bracket question

Has anyone ever heard of an 8 man bracket where they put 6 kids on the top and only 2 on the bottom?

International 6 man bracket will have 4 in the bottom and 2 in the top half.

My nephew is in Missouri. Won his region and headed to state in Div 4 youth wrestling. Brackets came out and there are 6 on top and 2 on bottom. He is on bottom. He has beaten all the kids on top. Hasn't ever beaten the kid he is matched up with on bottom. Never heard of this.

did some of the regions not have full brackets or a bunch of kids not come? Assuming you are meaning a 16 man bracket, with 4 regions qualifying top 4?
