1, How was football enrollment figured and what years did the IHSA use it?
2. When was the 1.65 multiplier implemented?
3. Prior to 2011 all classes were seeded 1-32 or however many teams were in the playoffs correct?
4. When playoffs were expanded to 8 classes were they all broken up North/South?

Football enrollment was the average enrollment of your opponents. I believe the largest and smallest were thrown out.
Your “football enrollment” was the higher number between your opponents avg and your actual enrollment.

I think the 1.65 multiplier came into play in 2007 after they got rid of football enrollment.
