complaint, probably filed by a disgruntled employee or vendor. My guess is that they didn't even start the audit until well into 2008 and made it a "back burner" kind of thing. Once a complaint is filed, even if it appears on the face to have little merit, they still have to do the audit. Back in the day, when I worked for Orange County Mental Health, people would file complaints all the time... I got to know the audit team personally.
