Your idea of "grey" areas and others may differ greatly. Tax cheats and ID thiefs don't spend much time in areas of grey though. They are the happiest people with this news.

When the IRS stops targeting citizens because of their political views, then maybe reasonable funding will be restored. But frankly, their budget is extremely bloated as are most government agencies.
